South Korea Commits KRW 2.3 Trillion to Build Full-Stack Humanoid Robotics Ecosystem by 2030

South Korea has unveiled a comprehensive state-level master plan to build an end-to-end humanoid robotics ecosystem, committing KRW 2.3 trillion (approximately $1.66 billion) in direct funding through 2030.
Finalized during the Second Fiscal Management Strategy Council on August 27, the initiative launches with a KRW 600 billion allocation in 2027. It pairs upstream component R&D with a massive KRW 2.8 trillion ($2.0 billion) downstream deployment fund, establishing state procurement and industrial testing across eight designated sectors—including manufacturing, elder care, and national defense.
Together with private matching capital, the broader physical AI roadmap totals KRW 6.7 trillion, marking Seoul’s most aggressive effort yet to secure supply chain sovereignty in embodied AI.
Raising Localization from 45% to 80%
Despite South Korea’s prowess in battery chemistry, high-bandwidth memory, and automotive manufacturing, domestic robotics developers still source a majority of their high-precision mechanical assemblies from foreign suppliers. The Ministry of Planning and Budget estimates the country’s core component localization rate at just 45%.
The new roadmap targets 80% localization by 2030 by focusing on persistent hardware deficits:
- High-Torque Actuators & Motor Drives: The government will actively subsidize the transition of traditional automotive parts suppliers—facing reduced production volumes due to electric vehicle powertrain simplification—into precision robotics component manufacturers.
- Dexterous End-Effectors: Accelerated funding for multi-articulated, tactile-sensing hands capable of industrial assembly and unstructured manipulation, complementing recent commercial investments such as Wonik Robotics' KRW 350 billion capital push.
- Sensory Suites & Edge Silicon: Developing homegrown neural processing units (NPUs) and robust sensor arrays to handle real-time perception workloads on low onboard power budgets.
To unify hardware and compute, the ministry established a 2031 target to complete a sovereign, full-stack humanoid architecture, centered on a homegrown robot operating system (OS) and custom Robot Foundation Models (RFMs).
Procurement as a Market Anchor
Rather than limiting state support to laboratory research, South Korea is using public procurement to de-risk early manufacturing runs and seed immediate hardware volume.
The government plans to buy 250 domestically produced humanoid units in 2027, expanding to 1,080 units through 2030. These bipedal platforms will be distributed to universities and national research institutes, tied directly to mandatory research grants designed to validate control algorithms and real-world task execution. Including quadrupeds and specialized mobile manipulators, total state purchases will reach 1,700 units in 2027 and approximately 5,000 units by 2030.
Field deployments are structured along an operational difficulty curve. Early rollouts will focus on structured industrial environments like logistics and automotive factories before expanding into unstructured outdoor tasks, elder care, and defense. In the military sector, humanoids and autonomous platforms are slated for 24-hour perimeter sentry duty and hazardous ammunition transport to mitigate South Korea’s shrinking military conscription pool.
Cleanroom Data and Workforce Expansion
Data access remains a primary bottleneck in physical AI. To address this, Seoul is centralizing fragmented industrial datasets from various ministries into a unified national physical AI data library.
This repository will operate under a secure "cleanroom" framework, enabling domestic robotics companies to train foundation models on real factory and logistical data without risking proprietary leaks. The software strategy follows a dual-track timeline: deploying lightweight, task-specific models for immediate factory automation first, while developing general-purpose foundation models in parallel.
To sustain the ecosystem, the government plans to train 20,000 specialized physical AI and manufacturing engineers by 2030, combining overseas academic dispatches with regional university training hubs producing 3,000 practitioners annually.
A Coordinated "Third Pole"
The state roadmap provides the public infrastructure layer for a series of major private-sector commitments. It reinforces the Ministry of Science and ICT's Strategy Council, connects directly with Hyundai's massive Saemangeum manufacturing complex, and complements LG’s vertically integrated component strategy.
By using state purchasing to guarantee factory throughput, transitioning existing automotive supply chains into precision actuator manufacturing, and establishing protected shared data infrastructure, South Korea is moving to establish itself as a fully sovereign third pole alongside the United States and China in the humanoid race.
